Luz Maria de la Mora

Luz María de la Mora serves as Director of the Division on International Trade and Commodities at the United Nations Conference on Trade and Development (UNCTAD). She has many years of experience in international trade policy, trade negotiations, trade promotion, and development. Serving as Undersecretary for Foreign Trade at Mexico's Ministry of Economy from 2018 to 2022, de la Mora was responsible for implementing Mexico's trade and investment policies and managing 14 free trade agreements covering relations with 51 countries. She has been involved in major international trade processes such as the World Trade Organization, the United States-Mexico-Canada Agreement (USMCA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and the Pacific Alliance. She previously headed the Unit for Economic Relations and International Cooperation at Mexico's Ministry of Foreign Affairs and the Unit for International Trade Negotiations at Mexico's Ministry of Economy, and served in Mexico's missions to the European Union and the Latin American Integration Association (ALADI). A member of the NAFTA negotiating team, de la Mora has also served as a consultant to the World Bank. She holds a bachelor's degree in International Relations from El Colegio de México, a master's degree in International Political Economy from Carleton University, and a PhD in Political Science from Yale University.
